A minor apparatchik in the late Soviet era, he exploited 1990s freedoms to develop electronic music among other modernities.
His last political act was a statement in support of President Putin’s annexations in Crimea.
Who cares about this Dmitriev? He was absolutely pale and unknown widely as composer.
