The difference between first tier and second tier orchestras in the U.S. is often times not very great. There are far more graduates and established musicians than there are jobs for them. People can, and do, step up. Fourth horn is kind of a ‘specialty’ position to begin with.
Most often, the difference between first and second-tier orchestras is consistency. Milwaukee and Chicago, the National Symphony and Philadelphia, San Diego and Los Angeles can all play at the same high level easily, the latter of each pair simply does it more often.
The U.S. has probably the second highest standard of orchestral playing in the world behind Germany.
What about principal horn? Abiding until the Dude arrives and can choose?

Mr. Bacharach’s wonderful music accompanied me through my life and yes, he and Dionne were supreme. I wasn’t a musician but felt their appreciation nevertheless for his singular genius. He was a gift to the world.
