Proof is always needed otherwise people succumb to lies and disinformation. Who verified that these hooligans were Russians? Couldn’t they have been Ukrainians? Remember when Zelensky released all hooligans and criminals from jail at the start of the war? Do we know their names? They don’t appear to be from the Russian military. Debaltseve was under control of so called Donetsk People Republic since 2016, if they were planning on doing it they had 6 years, and even if it’s somehow true, then it could as easily be a separatist and not a Russian, but we don’t even know the location of the memorial.

Wikipedia is inconsistent with the term Russian in it’s adjective form. It starts out as “killed by a Russian sniper” then changes to “killed by a sniper” in the Death section. Since the opera singer’s death occurred before the Russian invasion, but after the undemocratic coup supported by EU and the US, most likely he was killed by a Ukrainian pro-Russian separatist.

There is a logo of a supposedly official Donetsk organization in the end of the video, but where is the link to the original post? And why would an official Donetsk organization publish a grave desecration? There are still people living in the occupied areas, so it seems a bit sketchy to me. The way to know for sure is find the original post, until then we don’t have enough proof.
