Angela Lansbury. No one else comes close.
A few years ago the Knoxville Symphony Orchestra and the Clarence Brown Theater collaborated on Sweeney Todd. The character actress Dale Dickey (from Tennessee and a Clarence Brown Theater alum) played Mrs. Lovett and she was remarkable.

Best one was Angela Lansbury by far. 2nd best I’ve ever seen was Stephanie Blythe! Patti and Imelda were good but not great.
Beverly Klein at Opera North was superb.
Sheila Hancock, in the original London cast by far. The only one I’ve seen having the sheer desperation of the character and her hopelessness.
Angela Lansbury is absolutely number 1 with Patti Lupone a close 2nd. I’d say honorable mention for Carrie Cimma with all others being only pretenders to the crown.
I saw the original Harold Prince production with Angela Lansbury and Len Cariou in 1979. Predictably, I am incurably prejudiced in favor of Angela – and proud of it.
