Wasn’t Toscanini quite myopic and not fond of wearing glasses in public? Probably just as well that he preferred to be driven.

The car is almost certainly a Packard Super Eight from 1935 or 1936, like this one. Note the louvers on the hood and the position of the door handle, as well as the shape of the window and the vent.
