Any idea what’s going on here? Are they giving more money, or justifying the cash they took away?

Arts Council England award support package of £19 million as part of 2023-26 Investment Programme

The Arts Council’s 2023-26 Investment Programme was the most competitive to date. In recognition of the challenges facing organisations adapting to changes in their National Portfolio funding, and as a way of improving the support we provide to them, the Arts Council developed the Transform and Transition programmes to make sure organisations can respond to changes in levels of our investment in a measured and sustainable way.

Following an application and assessment process, the Arts Council awarded:

£8.5 million to 15 organisations through the Transform programme, supporting those organisations receiving less investment in the 2023-26 portfolio compared to the previous, to develop new business models and ways of working in the future. And £10.4 million of investment to all 82 organisations who applied for financial support through the Transition programme, supporting those organisations part of our 2018-23 portfolio that made an application but aren’t joining the current. The funding will support organisations to adapt, including enabling them to move towards a new business model and to honour existing financial commitments. Organisations funded in the Transform Programme span all artforms: from Tyne & Wear Archives and Museums to Welsh National Opera; Rambert to London Philharmonic Orchestra. Darren Henley, Chief Executive at Arts Council England, said: “We received a record number of applications to our latest investment round, and many more good applications than we could support; as a result we had to make difficult decisions which meant some organisations had to leave the portfolio, and we had to ask others to manage with less. We really do understand how challenging some of our decisions have been for those organisations, and this package of support is designed to help manage this change as fairly as possible.”

    What about our NHS staff.
    Much more important.

If you actually read the Arts Council link in the article it seems pretty clear to me:

Transform is a competitive funding programme open to current National Portfolio Organisations who received conditional offers of reduced funding in the 2023-26 Investment Programme.

It aims to help organisations develop a new business model over three years, which enables them to operate sustainably at ongoing reduced levels of Arts Council investment.

There are two stages in this programme.

Stage one will act as a ‘bridge’ between 1 April and 31 July 2023 to help organisations transition to their lower funding base, whilst allowing breathing space to consider how they may remodel their business.

Stage two will provide support from August 2023 to March 2026 so that organisations can develop and implement innovative changes that restructure their business models and deliver long term financial sustainability on lower levels of Arts Council funding
