I’m not at all sure this has not happened elsewhere long since. This group seems to be involved in schools outreach. Most companies in Canada appear to fund their own outreach (with some participation by the schools in some cases). I am not aware of provincial schemes to fund the programmes, though they provinces are probably donors to many of the major arts organisations that do offer outreach.
This council actually sounds a reasonably efficient way of operating outreach, but it would appear to remove the onus of fundraising from regional companies. Such funds are dedicated, whereas general revenue might want to designate a certain amount to the arts (and this seems a sympathetic premier) but economic priorities — and legislative bodies — can change.
