It must be legal in NYC — to strip asbestos in an otherwise fully occupied building — but so foolhardy if not downright coldheartedly calculating with respect to your students, faculty, staff (oh maybe our wind players have a some risk of sucking in a few gram of asbestos, it won’t affect their careers until they are in their 40s anyway).
I used to work in some of the building trades. It is done in occupied buildings all the time in NY, but there are very strict and expensive procedures and equipment with protocols to seal off and isolate the work area. I’m not sure what the issue is in this instance, but if there was a problem, the department of buildings would shut the job down immediately.

What is this story about? The box beneath the report is black and does not play on my system. Is it a union question? Are the NYC construction workers on strike? What is the objection to removing asbestos? What’s the source of this report? I can find no other report with more context.

You asked a good question. Maybe Juilliard has summer sessions where there’d be students, faculty and staff there? In any event, this sounds very fishy to me.
The building is currently quite empty – no classes, no students. Some administrators are here, but the asbestos work is sealed off. Also, Juilliard opened the job for union & non-union crews to bid, but no union crews did. This is a non-story (as usual, Norman).
