From the article it appears that it was not Janowski, but Fruebeck de Burgos who in 1999 laid-down his baton due to budget cuts and dumbing-down pressures. Janowski has helped saving the orchestra from such pressures and now it is one of the German top orchestras. Its position seems established nowadays.
